1. DEFINE THE PROBLEM
What decisions need to be made in view of the stated problem? SFC Sharp’s basic ethical problem is the pressure to be dishonest and not report this breach of security. Identify the ethical questions of the situation. If I were in SFC Sharp’s place and he in mine, how would I want him to handle the situation?

Identify applicable laws and regulations.
2. KNOW THE RULES
What specific regulations/guidelines require certain actions for this type of security breach? How would you find out? The Joint Ethics Regulation (JER) (Appendix B,Handout) provides general guidance concerning values that apply to all DOD employees. There are also specific Army regulations on the safeguarding of classified materials. In addition, most units publish internal SOPs dealing with these issues.
Identify Military values. Based on case study, what are some ethical implications I can derive from Army values? A. Integrity demands that I do not violate my personal moral beliefs. B. Loyalty is an intangible bond based on a legitimate obligation. It involves the correct ordering of my obligations and commitments.
Apply the Army values to the case study. While respect and loyalty to SFC Sharp and SSG Day are commendable concerns, I still have to consider that the Military value of loyalty considers loyalty upheld when one adheres to legitimate obligations. By being honest in this case I am not being disloyal.
Identify other applicable moral principles which may influence my decision. One moral principle might be the concept of “innocent until proven guilty,” and “giving someone the benefit of the doubt.” Consider how other moral principles affect or inform me about the problem. They did the wrong thing because nobody were supervising, and do not accomplish the unit mission in accordance with AR 600-100. SFC Sharp can be punished by UCMJ ART. 92. Failure to obey order or regulations. The same for SGT Day, and also ART. 77. Principals. SFC Sharp failed to apply the Army values came with consequences, his soldier SGT Day did the same thing trying to cover for him having no Integrity at all. A true leader suppose to lead by example and SFC Sharp failed that too. The best actions to solve this situation is to talk to SGT Day first and explain to him the gravity of the situation. Talk about the Army regulations and also the Army values. Take the papers to the proper change of command and explain the situation to them with all the details involved. After a replace SFC Sharp I will gather everybody talk about Army values and what they mind and also give them a litter class about Army regulations and the consequences if fail to apply in the line of duty.
