Until about four years ago, precisely January 2012, Nigeria was essentially a cash based economy. Then, the banks had to contend with high volume of transactions, which resulted in long queues at banking halls. The queues alone made banking difficult, to the extent that many Nigerians decided to remain unbanked.
However, with the introduction of cashless policy, which signaled the adoption of electronic banking, through Automated Teller Machine (ATM), Point of sale (POS) and others, the Central Bank of Nigeria (CBN) intended to bring banking hall and banking services close to the people, even in the comfort of their homes.
With the cashless policy, there were expectations of improved security, as it was intended to discourage movement of cash, and reduce traffic at the banking halls.
The policy has however not met these expectations, as queues refused to disappear. Some customers complained that the policy has limited their cash transactions, no matter the type of electronic transaction they use.
But competition in Nigerian banking sector has become intense, partly due to regulatory imperatives of universal banking and also due to customers’ awareness of their rights. Bank customers have become increasingly demanding; they require high quality, low priced, immediate service delivery and improved value from their chosen banks.
And in the face of all these complaints, some continue to shy away from all forms of electronic banking, like ATM, that are devoid of queue.
Findings show that queues have returned in banks where facilities are limited and cannot meet up with demand. Not too many bank customers can withstand the queues, yet they are reluctant to fully embrace the cashless policy.

...Many people today are using a mix of cash and online methods of payment. People are increasingly paying their bills through banks and using credit cards and other online transactions. In fact, sometimes some stores are becoming reluctant to accept cash. Does this mean that cash is about to disappear? Many people think so, but others maintain that notes and coins have too many advantages to disappear overnight. This essay will examine whether or not we are moving to a cashless society. However, notes and coins have been around for thousands of years because of their many advantages. One outstanding characteristic of cash is that it is very fast. There is no waiting for the transaction to take place. Furthermore cash is a universal language. Illiterate people can use it, and the best currencies can be used anywhere in the world. A third point is that cash does not require a highly developed infrastructure to support it. There is no need for telephone lines, internet connections, credit card reader machines, or other devices in an economy that depends on paper notes. This makes cash a very practical solution in poorer countries, where the bulk of the world’s population lives. In 1999 Nigeria returned to a democratic form of government which has worked well for them until just recently when security concerns began to arise due to the presence of the radical Islamist sect, Boko Haram. Nigeria has the continent’s largest population with 173.6 million people and the largest economy as well. Although Nigeria’s economy is the largest in Africa, 61 percent of the residents are reported to survive on less than $1.00 per day with corruption within the government being the main reason for poverty. Nigeria is also the largest oil producer in Africa and the 10th largest oil producer in the world and as of 2009, the Nigerian film industry was the second largest movie producer in the world. When looking at economic freedom, Nigeria is ranked 120th in the world and 22nd in the Sub-Saharan Africa region and has an Economic Freedom Score of 55.6. The global establishment is increasingly pushing the notion of a “cashless society” a world in which all payments and transactions are conducted electronically, creating a permanent record for governments to inspect and track at will. ...THE IMPLICATIONS OF CENTRAL BANK OF NIGERIA (CBN) CASH-LITE POLICY ON FINANCIAL/CORPORATE MANAGEMENT Introduction Owing to the huge cost of cash handling by Deposit Money Banks (DMBs) in the country, the Central Bank of Nigeria introduced Cash-lite policy to drive people towards alternative e-Channels to reduce the handling cost. The policy was introduced last year. It has officially taken off in Lagos with effect from 1st March, 2012 to commence in other states by 1st June, 2012. The Cash-lite policy is aimed at reducing the volume of cash transactions in the Economy through Point of Sales terminals (PoS), web payment, mobile money and Near Field Communications (NFC) transactions. This enables the payment for goods and services via Point of Sales (PoS) without handling cash. The policy stipulates a cumulative daily limit of N150,000 for individual accounts and N1,000,000 for corporate accounts for withdrawal and deposit into a bank account. On exceeding this limit a cash handling cost of N100 for every N1000 (i.e. 10% of the excess amount) is charged. For instance: If you withdraws/deposits N1,000,000 in a day, the initial N150,000 will be processed free but you will be charge 10% handling cost for the excess N850,000, this means you will be paying N85,000 as charges. So, under the cashless policy you will be debited for N1, 085,000 if you withdraw N1, 000,000 and credited for N915, 000 if you deposit N1, 000,000. ...Shell Nigeria is one of the largest oil producers in the Royal Dutch/Shell Group. 80% of the oil extraction in Nigeria is the the Niger Delta, the southeast region of the country. The Delta is home to many small minority ethnic groups, including the Ogoni, all of which suffer egregious exploitation by multinational oil companies, like Shell. Shell provides over 50% of the income keeping the Nigerian dictatorship in power. In 2000 oil and gas exports accounted for more than 98 % of export earnings and about 83 % of federal government revenue. New oil wealth and the concurrent decline of other sectors, fuelled massive migration to the cities and led to increasingly widespread poverty, especially in rural areas. The Nigerian government hanged 9 environmental activists in 1995 for speaking out against exploitation by Royal Dutch/Shell and the Nigeria government. The most prominent activist was Ken Saro -Wiwa and in 2009 Shell settled the case with a US$15.5 million “humanitarian gesture”.
