Organizational change is a complicated process that requires the individuals involved to consider many ongoing factors. Throughout the semester, communication and empowerment have been discussed in detail during classroom conversations, in-class activities, and CREW projects. Since I cannot include a thorough analysis of every aspect that should be addressed during change, I have chosen to focus on communication and empowerment. I will show through journal articles, in-class discussions and activities, interviews of IRS employees, and other sources, that change will not flow smoothly if either one of these aspects are missing. I understand that some changes happen unexpectedly, but to successfully make it through the change one must communicate with his/her employees (on many levels), and empower them in order to increase their acceptance and commitment to change. First, a definition of organizational communication is necessary, "it refers to information dissemination (downwards, upwards, and laterally), the importance of this information and how effective the information is distributed and how well the employees understand and accept it." (Coetsee, 1999) This definition provides us with a window to see exactly how huge communication is within organizations, and especially during times of change. Many of the change models we studied in class displayed the importance of communicating vision as a major part of change. Communication is not just required in vision, but is an underlying theme throughout the change process. Communication is needed to explain the need for change and the driving reasons behind it. It must be used to define the path that will be taken, and to reassure those who are still apprehensive. However, despite good intentions at the top management level, employees and middle managers often report uncertainty and a lack of the necessary skills required to implement change. In this paper, we report from a qualitative study of two planned organizational change initiatives in the public sector. The changes involved new work tasks and managerial roles for a group of middle managers. Although the skill requirements appeared to be clear and formal training was initiated, a number of uncertain and ambiguous issues emerged among the change recipients. The Women’s Rights movement starts its beginning as July 13, 1848. This women’s movement didn’t just happen because someone thought that it was time for women to have the same rights as men but because women of all ages came together at the start of it in order to fight for equality among the sexes and this was something they were passionate about. ...Communication During and After Hurricane Andrew The largest natural disaster ever recorded in the history of the United States was hurricane Andrew, which struck South Dade County, Florida, as midnight turned the clock into August 24, 1992. Contrary to what the American news media broadcast across the United States and throughout Europe, the first outer wall of the hurricane unexpectedly slammed into South Dade, packing 214+ mph winds which quickly escalated to 350+ mph. Most of the 414,151 residents living in the danger zone were asleep when the outer wall struck. Thousands of them lost their lives, for no one in South Dade had been evacuated or even advised to evacuate. (Frankovich, 2001) Hurricane Andrew was a powerful category 4 hurricane, which made landfall in Dade County, Florida on August 24, 1992. The hurricane was later upgraded to a category 5 due to the storms extremely strong and damaging winds. When the storm made landfall it reportedly had sustained winds of 145 mph and wind gusts of 175 mph. In Dade County alone, the storm left 15 dead and approximately 250,000 residents homeless. According to (Rappaport, 1992) an additional 25 lives were lost due the after effects of the storm. No one knew exactly how big the storm would be and how much it would impact the southern part of Florida. Damage caused by the storm was estimated at $25 billion dollars.
