Topic: Containment
At the end of WWII both the Soviet Union and The United States were defined super powers. They were equal in terms of economics, and military power, and each was always striving to be the more superior country. The two countries did not trust one another based on their different views of the world, capitalism versus communism. The United States pushed for capitalism and democracy through out the world, while the Soviet Union felt that communism was better politics because it would enhance their economy and up their status. This relationship gave birth to their clash known as The Cold War, in which the USSR tried to spread their ideas about government and socialist economy, while The United States tried to contain it.
In 1946, G.F. Kennan, and American Diplomat stationed in Moscow, wrote the Long Telegram that gave an outline on his views about the Soviet Union. Shortly before it was scribed and sent to Washington, the U.S. Treasury questioned the U.S. Embassy in Moscow about why the Soviet’s were not in support of the new World Bank. This is what prompted Kennan to write the telegram. In it he tells that the Soviet Union does not seek “peaceful coexistence” between communism and capitalism, that according to them capitalism was untrustworthy and could not influence the USSR. He also wrote of their other views, and how they desired to go about their expansion of communism, but the overall theme was that according to the Soviet Union communism was the answer and must be spread and capitalism must fall. In the last section of the telegram, Kennan tells of the Soviet’s weakness to force and also made a proposal for U.S. strategy. This telegram later goes on to be published as The Sources of Soviet Conduct, in the Foreign Affairs, magazine and it does in fact inspire U.S. policy on containment, a term coined by Kennan.

This contributed to the communist expansion in 1949. The North Atlantic Treaty Organization, as it stood for, was comprised of the major W. European powers and the United States. Although this organization’s intentions were good, it backfired. Instead of preventing communist expansion, the organization forced a paranoid Soviet Union to flex its muscles. In 1955, to counter the N.A.T.O. buildup, the U.S.S.R. created The Warsaw Pact. The U.S.S.R. formed an equal alliance with Eastern European nations. Here in Alabama, there has been close to 98,000 people sign up for the Affordable Care Act (ACA) (arisecitizens.org). This shows that there is a need for healthcare coverage within this state. However, with this increase in people inundating the system, there could be a possible rise in cost. Specifically, there could be a rise in Medicare. This program was signed into law on July 30, 1965 (SSA.gov). It is designed to take care of the elderly at 65 years and older, certain individuals who are disabled, and people who have kidney disease (CMS.gov). Even though this program is not income specific, it does help more low income people and individuals who have bad health issues and it is also a target for political battles (Tietelbaum & Wilensky, 2014).There are Republicans who are opposed to Obamacare and want to run Medicare their way. ...Containment theory argues that inner containment is able to the control of outer containment; hence, inner social control works better than outer social control in restraining deviant behavior. As individuals we grow to develop beliefs and behaviors that help us manipulate the outside world. ...How successful was the USA’s policy of containment? The policy of containment was not a success, As after the war, The USA aimed to quarantine communism to the only place it existed, Russia. However soon despite this, communism spread and communist dictatorship controlled most of Eastern Europe, soon after this the most populated state on earth, China, fell to a communist regime, as well as the creation of communist states in Vietnam and Korea. This consistent creation of communist states and the failure of the USA to prevent this, shows how ultimately, despite apparent success in some of Europe and Asia, the Policy of Containment failed in its primary function, to contain and prevent the spread of communism and therefore it was not a success. However it is arguable that in some ways the USA’s Policy of Containment was a great success in preventing the spread of communism early on during the Cold War. One piece of evidence that supports the argument that the USA had early success with their policy of containment is The Greek Civil War. The USA’s decision to intervene due to the “strategic significance of Greece in the Balkans and the Mediterranean” arguably was successful. With this clear threat of communist expansion into Western Europe, Truman called for congress to uphold the Truman Doctrine and provide funding to aid the battle against the spread of communism that clearly threatened the USA’s interests in Europe. Truman vs Macarthur

Following WWII Americans were used to the idea of large armies, clear objectives, and decisive victories; however these ideas would be reconsidered in the years following WWII leading up to the Korean War. During the Korean War the idea of total war became less popular and ideas which were more in line with Sun Tzu’s idea of a limited war became the policy of the Truman administration. There are many possible reasons why Truman chose to conduct a limited war in Korea. One possible reason for Truman’s policy might have been “China’s entry into the Korean War in November put an abrupt end to any immediate hopes of trying to separate Moscow and Peking.” (Strategies of Containment, P-116) In 1950 American forces were not prepared to engage in a total war with China and the Soviet Union and Truman and MacArthur both realized these deficiencies within the U.S. military. The scope of my argument in this essay will not be about what type of war, limited or total, is best because there are certain instances where a limited war is desired and there are times when total war is required.
