Inleiding
Gestig by die historiese 1944 Bretton Woods Konferensie om die rekonstruksie van die wêreldekonomie na die Tweede Wêreldoorlog (TWO) te fasiliteer, bestaan die Wêreldbank en Internasionale Monetêre Fonds (IMF) vandag nog as twee van die wêreld se magtigste ekonomiese instellings (Alacevich, 2009: 2).
Die doelstellings van beide van hierdie twee uiteenlopende instellings, sowel as hulle interaksie en samewerking met mekaar om gesamentlike doelstellings te bereik, sal in die onderstaande opstel bespreek word.
Doelstellings van Die Wêreldbank
Die bank, oorspronklik genoem die Internasionale Bank vir Rekonstruksie en Ontwikkeling (IBRD), is tot stand gebring om te help met die heropbou van Europa na die TWO en die ontwikkeling van onderontwikkelde lande. Die bank het lenings toegestaan aan regerings van die dag om hulle infrastruktuur te herstel en uit te brei ten einde produktiewe uitset in die ekonomie te kan verhoog (Konkel, 2014: 277).
Met die groot bedrae geld wat in 1948 deur die Marshall Plan aan lande verskaf is, was Die Wêreldbank nie nodig vir rekonstruksie nie, en het die bank begin fokus op sy ontwikkelingsdoelstelling deur produksie in onderontwikkelde lande te verhoog. Die konsensus was dat die ekonomiese voordele van verhoogde produksie in onderontwikkelde lande sal afsyfer en armoede sal bekamp (Alacevich, 2009: 2).
Die Wêreldbank het deurentyd egter gefokus om “konserwatiewe lenings” toe te staan en het weggeskram van ekonomiese oordragte (transfers) en fasiliteite. Hierdie is was gedoen om beleggersvertroue in die bank te behou en te verseker dat die bank in die ope mark fondse kan verkry (Konkel, 2014: 282).
Eers in 1960 het die instelling die Internasionale Ontwikkelingsagentskap geskep om aan die armste lande (wat nie kredietwaardig genoeg is vir IBRD lenings nie) finansiering te verskaf in die vorm van “krediete” en subsidies.…...

...The Right To Die Whenever an animal is suffering, do you let it sit there in agony as each day passes? No. You take it to a vet and give it a shot to put it to sleep. Why would you let an animal endure such pain when you know you can end it easily and painlessly? What if you were that animal? What if you were in so much pain and you wanted that chance to get rid of it all? Wouldn't you want someone to help you and give you that life-changing shot? This can be referred to physician assisted suicide. Physician assisted suicide is when a physician gives a person who is terminally ill a lethal injection to hasten their death by consent of the patient. To many people, this is thought of as morally wrong. Life is beautiful and precious and you should never end it, but to those who can't even control their bodily functions anymore, there is no more life. To those who are terminally ill, to those patients who can no longer live on their own and who suffer every day, what is life to them? Life to them is waking up every morning in pain, taking medicine that is only going to help them temporarily, and watching their family members mourn at their sickness. Would you want to live that life? In this aspect, animals are treated so much better than people. It is alright to put an animal to sleep, but it isn't right to let a patient rest in peace? ...In the case “A Demand to Die”, Donald C was a discharged pilot, he and his father gone through an explosion and his father passed away on the way to the hospital. He survived but was in a really bad physical condition—he sustained third-degree burns for most of his body, lost his vision, hearing and both of his hands. During the following several months of therapy, the treatments, including surgeries on his hands, eyes, and daily chlorinated baths, brought him unbearable physical suffering, and the death of his father and his body condition also gave him a bad mentally pressure. Eventually, he begged his doctor to stop treatment and let him die, nonetheless, his doctor refused his requests, no matter how hard he begged. He tried suicide on several occasions, but was all found out and prevented. According to the Principle of Respect for Autonomy, “one must respect the voluntary decision of competent person especially when those decision bear on that person’s own vital interests”, the health care givers should respect to Donald’s decision of ending the treatments instead of regarding his demand. Since Donald is a competent person, and he is in a very painful condition, his demand of die should not be ignored. Continuing of the treatment may only deepen his pain and add heavier burden on him, he would develop into irrational depress because of the blind and the fear of all the unknowns. Wolf (2008) wrote a very touching article (p.23-26) regarding the pain and suffering her father endured during his final days of battling with several sicknesses. Not only did she have to see her father in pain and getting weaker and weaker, she now had to deal with him verbally expressing the desire to let him die. The love she felt for her father was so strong that she wanted to grant him this final wish, but also wanted to ensure he would not suffer from this and be as comfortable as possible. Due to his health rapidly deteriorating and he was in more pain every day, she began to seek assistance from the many hospitals he sought care in to help end her father’s suffering. This will be a brief discussion of the issue of ethics regarding physician-assisted suicide, her final consensus to this matter being interpreted as a deontological view verses my own view being the utilitarian view. I would also like to state that I do agree with Susan Wolf’s attempts to locate hospital officials to try and let her father die as he wished, but I do not agree with her final decision that she is still against legalizing physician-assisted suicides. ...ENC 1102C June 20, 2011 The Right to Die: Physician-Assisted Suicide In cases such as the Death before Dignity Act, lawmakers and citizens are trying to legalize what some would call physician-assisted suicide or euthanasia. Physician-assisted suicide is when a physician provides the means of death for a gravely ill patient but the patient takes the final step ( Dictionary.com, LLC ). According to Dictionary.com, euthanasia is the act of putting to death painlessly or allowing to die as by withholding extreme medical measures, a person or animal suffering from an incurable, especially painful disease or condition. In most cases, the physician would recommend to the family or the patient would ask for him/herself but you have many instances where the physician hastens or rushes the patient to make the decision (Henry). The issue at hand though, is why a person can’t have control over their life and determine when it shall end. If one is mentally competent and have a terminal illness, meaning they have six months or less to live, why can’t one end their life? If all they’re doing is lying in a hospital bed receiving palliative care, eating pills like candy just to try to ease the pain, why can’t one say “okay, enough is enough?” Place yourself in their shoes, imagine if you were diagnosed with lung cancer that metastasized to your brain, or if you no longer had HIV but AIDS, would you want to live through that pain or would you rather ease it all by ending your life? ......
