BACKGROUND

The Internet is a medium to facilitate this transaction of buying and selling labor. The appeal of doing business on the Web is obvious. The Internet brings together buyers and sellers of goods and services and by automating transactions, web markets expand the choices available to buyers, give sellers access to new customers and reduces transaction costs for all the players (Kaplan and Sawhney 2000). This concept can be extended to construction labor services especially from the perspective of the employer as buyer of labor and the employee as seller of labor.
E-recruiting or Internet method of recruiting is one of the methods by which HR professionals have available in today staffing. This method of recruiting has several advantages over traditional methods but also has several disadvantages.
Companies first began using the Internet as a recruiting tool by posting available jobs on a bulletin board. Using this method, prospective applicants could search for positions in which they were interested and contact employers directly. Usually this contact was made via telephone, fax, or mail. As the use of email became more common some companies accepted applications through email.

Job boards are the most common and well known. Popular job boards like www.monster.com, www.jobs.com, www.hotjobs.com, and www.careerbuilder.com make it easy for job seekers to search available positions and easy for recruiters to advertise those positions. Although job boards are free to job seekers companies must pay a fee to utilize these services.

Metropolitan Motor Company (MMC) decided to open a new assembly plant in southwest Tennessee for their new compact passenger car line. The plant would require a workforce of approximately 1700 production workers, 370 supervisors and managers, 125 engineers and engineering technicians, and 110 administrative and office personnel. The cafeteria and security functions would be outsourced to independent contractors. Below, we describe the sequence that was used to staff the hourly production positions in this new facility. Before announcing the location of the facility, MMC did some investigation of the educational characteristics of the labor force in Tennessee, as well as a review of the secondary school system in a five county area surrounding the plant site. It decided to give first priority in employment for entry level and skilled positions to residents in the five county area, then to Tennessee residents, and finally to anyone, regardless of place of residence. The VP of corporate HR took several trips to talk to state and local officials about locating the facility in the area.
