Knowledge about organizational design has evolved over the past century. In this part, I will show you on a brief tour of the historical development of organizational design theory. Keep two things in mind here. Firstly, because both the approaches and environments are changing over time, organizational design is an on-going process. Secondly, changes in the theories usually involve trial and error, which should be understood dialectically.
The classical approach
According to Weber, Taylor and Fayol’s opinions on organizational design, it is believed that the most efficient and effective organizations had a hierarchical structure in which members of the organization were guided in their actions by a sense of duty to the organization and by a set of rational rules and regulations. Classical theory of organization design suffers from superficiality, over simplification and lack of realism.
Generally speaking, the classical approach appeared to fail in providing a direct and simple basis for relating organisational structure and business success. Mullins (2007) One of the fundamental problems with the classical theory is that the scholars only emphasized the high efficiency of the activity and mechanism of authority instead of the importance of people’s action and human behaviour. Fred Luthans (2006) pointed out that, the classicists disregarded factors of human nature and individuality and they let it play only a minor role in comparison with the roles of hierarchical structures, specialization, and the management functions of planning and controlling. Similarly, the criticisms by the behaviourists viewed that the classical pioneers totally ignored the behavioural dimension of organization and also oversimplified the mechanistic assumption for the smooth running of the organization. Organization theory is an area of study whereby organizations serve as the phenomenon of interest for theorization and explanation. The modernist perspective views organizations as objectively real entities operating in a real world and takes a positivist approach to generating knowledge. When well-designed and managed, organisations are systems of decision and action driven by norms of rationality, efficiency and effectiveness for stated purposes. Organisations in a modernist perspective are free of human constructions and drives towards achieving common goals. The symbolic interpretivists view organizations as continually constructed and reconstructed by their members through symbolically mediated interaction. The symbolic interpretive perspective focuses on the organization as a community sustained by human relationships and uses a predominantly subjectivist ontology and an interpretive epistemology. Organizations are socially constructed realities where meanings promote and are promoted by understanding of the self and others that occurs within the organizational context. Critical theorist relates to subjectivist where ‘knowing’ the ‘truth’ is ‘tainted’ by dominant ideology and values of those seeking ‘truth’. Nature cannot be seen as it ‘really is’ or ‘really works’ except through a ‘value window’. D. Differentiation The division of labour between different departments is known as horizontal differentiation. As well as helping me understand how hard it is to run an organization, they show me how they are managing to adapt — or not — to changing organizational structures. A constant theme during meetings over the last three years has been how globalisation and the economic crisis have forced organizations to rethink their strategies and change they way they operate. From what I can gather, much of this has been "on the hoof," with companies switching their focus from markets to products or competitors, rather than looking at the big picture. This can result in lots of piecemeal change initiatives rather than looking at the overall organizational design. I rarely come across leaders who advocate wholesale organizational redesign or use it as a way to support their people and business. When organizational strategy changes, structures, roles, and functions should be realigned with the new objectives. This doesn't always happen, with the result that responsibilities can be overlooked, staffing can be inappropriate, and people — and even functions — can work against each other.
