NIMS and the Incident Command System

The way this nation prepares for and responds to domestic incidents is about to change. It won't be an abrupt change; best practices that have been developed over the years are part of this new comprehensive national approach to incident management known as the National Incident
Management System (NIMS). But it will change and for the better.
Developed by the Department of Homeland Security and issued in March 2004, the NIMS will enable responders at all jurisdictional levels and across all disciplines to work together more effectively and efficiently. Beginning in FY 2006, federal funding for state, local and tribal preparedness grants will be tied to compliance with the NIMS.

One of the most important 'best practices' that has been incorporated into the NIMS is the
Incident Command System (ICS), a standard, on-scene, all-hazards incident management system already in use by firefighters, hazardous materials teams, rescuers and emergency medical teams.
The ICS has been established by the NIMS as the standardized incident organizational structure for the management of all incidents.

Although many agencies now use various forms of ICS, there is considerable uncertainty about
NIMS ICS and the impact it will have on systems and processes currently in place. These are important questions because one of the FY 2005 requirements for implementing NIMS is
"institutionalizing the use of ICS, across the entire response system." This paper is intended to provide an historical perspective on the development of ICS, explain how NIMS ICS works, describe how it is different from previous systems, and discuss the future of NIMS ICS training.

Written Analysis 5

...Written Analysis 5 For my popular culture topic I chose to analyze what others think about the TV show CSI. Though the previous four written analysis’ I have a better understanding of what they do think of the show after applying the aspects of this class. I found out through the first written analysis that many people believe that real life crime scene investigators really do everything that is portrayed in the TV show. However, that is just a myth. Real crime scene investigators are the individuals in the lab running tests on evidence that law enforcement collects and gives to them to test. They do not make arrests either. That is also left up to law enforcement. I also learned that forensic science has become a pop culture icon because of the show. It has made a lot of individuals to take college courses to learn more about it and to even change careers because they want to be just like the characters on the show. In the second written analysis I depicted that the show has a stereotype about crime scene investigators. The show portrays them as the crime solver. This is simply not true. Real crime scene investigators simply analyze the evidence in labs. Law enforcement is the ones who solve the crimes. They use the analysis of the evidence from the crime scene investigators to solve the crimes and to arrest the ones who committed the crime. In written analysis three, it was hard to decide if the characters in the show were heroes or not. But, if you look at the show...

Written Assignment

...Michael Scorza Student ID# 0584210 2015SEP PHI-286-OL008 Written Assignment 1; 1of2 The “nature of the good life” from a philosophical point of view is not as simple as the typical picture that may pop into one’s head of lying on a beach in a tropical paradise sipping frozen daiquiris. Depending on which type of ethical model you use will change the picture. For Thucydides his view point seems to be that “Might is Right” versus Plato’s “Might for Right” as well as a search for what is right. Another way to differentiate the two would be to say one is for what I have the right to do and that makes it right verses what is the right thing to do and what makes it right. To determine whether the claims that Thucydides is making are empirical or normative we must first define those terms and then place them in the context of his story. By definition, normative ethics is all based on value judgments. It is all about what is right and what should one do about it. From my understanding, normative ethics is more based on emotion as opposed to empirical. Empirical ethics is defined as statements that can be proved or shown through observation. One plus one equals two. When it comes to Thucydides’ story of the Athenians and Melians, I believe it is a story of empirical ethics. Thucydides describes for us the setting of this tale with some back story. It is a time of war during which the Athenians made a journey to the island of Melos. The Athenians sent emissaries to the......

Assignment 1b - Written Response

...Assignment 1B – Written Response 5/4/2016 As an online learner, aiming to be a professional in the field of logistics, I have learned the following: The skills and attributes I need in order to be successful include higher level thinking skills, or “sense-making” (Davies, Fidler & Gorbis 2011, p. 12), and these are critical for decision making to create unique insights. The is because in the logistics industry, smart machines are quickly taking over rote and routine jobs. Another attribute I would need to possess is “cross-cultural competency” (Davies, Fidler & Gorbis 2011, p. 13). This is due to the logistics industry being quite diverse. Being able to adapt and respond to new circumstances is important as what makes a group truly innovative is the combination of different ages, skills, disciplines, etc. Organisational forms and skill requirements are rapidly changing, and I understand that I need to put the right resources together to learn and adapt. Learning online is different because I require a different way of thinking and discipline towards my studies. I am used to learning through the theory “transmissionist model of education” (Murphy 2000) where we may be in a classroom or lecture environment and the teacher at the front of the class is conveying his/her wisdom, known as interpersonal. Initially, I thought studying online would be done in isolation, but that has since changed. Using the......

...Luis Antezana Written Assignment April 23rd, 2012 Word Count: 1222 What significance does the theme of innocence versus guilty play in the novel, The Assualt, by Harry Mulisch? The novel, The Assault, is told against the backdrop of shifting Dutch post-war society, centered around significant points in that history. Mulisch paints a canvas of the difficulties of Dutch society in coming to terms with the events of the war. Mulisch faces significant questions of guilt and innocence when writing the novel thus leading to the hand of fate lurking strongly in the novel. The Assault becomes a morality play with much difficulty in determining and judging what right and wrong is, and guilty from innocence becomes a central theme throughout the novel in the lives of Anton Steenwijk, Fake Ploeg’s son, Cor Take and Karin Korteweg and Mr. Korteweg. Anton Steenwijk is the central protagonist in the novel and has been plagued with the murdering of his family at a very young age. Anton struggles to understand and comprehend the events that happened that very night which ultimately leads to his apathy for the subject. Anton’s apathy and attempts of forgetfulness toward the killings makes him guilty in the novel; however, the fact that Anton’s only mechanism for coping with the tragedy is detachment and forgetting gives him the characteristic of innocence thus raising important questions of guilt and innocence in his character. Anton’s apathetic characteristic can be seen......

...appeared to be concentrating on their jobs, barely noticing me. Management held daily meetings in which various production issues were discussed. No one from the shop floor was invited to the meetings, unless there was a specific problem. Later I also learned that management had separate washrooms and separate lunchrooms as well as other perks, which floor employees did not have. Most of the floor employees felt that management, although polite on the surface, did not really feel they had anything to learn from the floor employees. John, who worked on the aluminum slitter, a crucial operation required before any other operations could commence, had had a number of unpleasant encounters with George. As a result, George usually sent written memos to the floor in order to avoid a direct confrontation with John. Because the directions in the memos were complex, these memos were often more than two pages long. One morning, as I was walking around, I noticed that John was very upset. Feeling that perhaps there was something I could do, I approached John and asked him if I could help. He indicated that everything was just fine. From the looks of the situation, and John’s body language, I felt that he was willing to talk, but John knew this was not the way things were done at ABC. Tony, who worked at the machine next to John’s, then cursed and said that the office guys only cared about schedules not about the people down on the floor. I just looked at him and then......
